
Finding the Money Needed for Change. As mayor of Detroit, I will oversee an unbiased examination of all City operations and practices to identify waste and abuse. The approach I implement will involve a complete review of all City practices and processes to identify those that are not needed or can be performed in a cheaper, more efficient way. The process is called business process reengineering. I successfully used re-engineering to conquer other large-scale challenges, including streamlining processes IRS used to revamp its hard-to-read, difficult-to-understand taxpayer notices, which it sends to millions of taxpayers throughout the year. I also used process reengineering to revamp the process Southwestern Bell Telephone Company used to track a $200 million inventory investment. I will reengineer the City's business practices to accomplish the following:
Reduce the overall cost of running government, while also elevating the quality of service Detroit delivers to residents.
Ensure every dollar is being used in the most efficient manner.
Create transparency so every citizen and contractor has an equal opportunity to secure City contracts.
Ensure proper controls exist to prevent cronyism, theft, fraud, abuse, and mismanagement.
