One—Creating A Safe Detroit. In a crime-ridden community, there is no quality of life. Lawlessness in
Detroit is at an epidemic proportion. Some might say our city is like
Gotham City in the film Batman, except there is no Batman to swoop in
and save upstanding Detroiters from criminals. In my (Jerroll Sanders')
administration, criminals, not citizens, will live in fear. Here are some of my plans for
ridding Detroit of crime:
Cultivate among all factions of the community (citizens, clergy, law enforcement, business, etc.) a city-wide intolerance for crime and a collective determination to rid Detroit of criminal activity.
Oversee a re-engineering of police services in order to create the most effective policing unit in the country. Implement new practices to increase effectiveness and reduce financial waste.
Establish concrete, measurable goals to ensure optimal performance, including maximum response times, standards of service, crime reduction goals, etc. Implement ongoing training to ensure a quality police force.
Establish practices that prevent corruption, including evidence control procedures and strict management of seized goods such as drugs and weapons. Implement processes for auditing on-duty patrols to ensure quality and discourage improper police practices.
Enact law(s) making
gang members conspirators to any crime committed by the gang.
Increase the use of electronic monitoring in Downtown Detroit. Ensure more visible police presence in Detroit neighborhoods.
Implement reward fund for certain types of crimes.
Use a citizen-police volunteer corp. for non-critical jobs like traffic control, clerical functions, etc.
Develop an effective prisoner re-entry program that equips prisoners with the skills and resources needed to live a productive life.
Work with other mayors in other cities and congressional leaders to change federal legislation that currently makes it a felony to accrue more than $5,000 in unpaid child support.
Conduct sting operations to stop criminals from vandalizing vacant homes.
Require companies purchasing copper and used automobile tires and parts to maintain records documenting transactions. The goal is to discourage auto thefts and home invasions. Will also attempt to secure statewide legislation requiring the same.
